I thought the reason this Bylaw was added was that no government agency can join the Federation without it. I didn't think groups from most universities and businesses could join either.
This might not be the best way to address the problem anyway; because we have the protection provided by this Bylaw, couldn't we change what counts as quorum? I thought we already changed the definition of "voting" member, so groups would transition to "inactive" state if they missed a vote or two and wouldn't be counted in the next quorum count. If we didn't, perhaps we should?
